Manager - Community Centre

Project Overview: 

ActionAid is implementing Community Based Protection (CBP) project with UNHCR targeting 88,185 refugees of camp 10, 11 & 12, situated in Balukhali of Kutupalong expansion site in Ukhia, Cox’s Bazaar. The targeted camps have been identified as areas with heightened protection risks. The project includes Women’s Leadership, Accountability and Shifting the Power to communities for transformative change.

AAB CBP aims to strengthen and expand the mobilisation of the Rohingya communities through their capacity development also through building their agencies. 

 

Key responsibilities include (not limited to):

  • Plan, manage and oversee all in-centre and outreach activities related to the program and ensure optimal coordination and links between the different centre services/units
  • Link with other service providers in the area to facilitate exchange of services and expertise
  • Regularly analyze the community centre attendance and suggest innovative approaches to ensure a regular high daily presence of centre users
  • Link with program quality team to ensure optimal service satisfaction rate
  • Link with all technical staff to ensure their activities are fully integrated into the centre planning
  • Link with the communication assistant to ensure regular effective communication around the community centre and activities proposed
  • Provide all necessary support and oversight to all staff, volunteers and committee members leading to capacity building.
  • Sharing protection concerns with the responsible of GOB, INGO, Agency as per requirement with information of Community outreach Deputy Coordinator
  • Share weekly and monthly activity plan with Project Manager, Coordinator – CC & ISC, Protection outreach Deputy coordinator officer to ensure protection risk measurement as Community based protection approach mainstreaming
  • Monitor and support the teams through regular one-to-one supervision and performance appraisals.
  •  Tracking and reporting of activities and target achievements in the services under their responsibility
  • Prepare daily, weekly, bi-weekly and monthly report and share with project and other stakeholders, when needed
  • In close coordination with the Project Coordinator, Camp Coordinator ensures that all project deliverables related to the community centre are met.
  • In close coordination with the project coordinator, different actor ensures community centre activities are regularly adjusted to changing context and needs.
  • Identify and support community focal points/settlement representatives.
  • Coordinate with Local authorities, partners and Community Focal Points
  • Keep the CC & ISC colleagues motivated and interested in their work
  • Participate in building the CC& ISC’s knowledge, expertise and experience in core and cross functional skills
  • Identify and assess the team’s learning needs and support his/her learning and self-development.
  • Lead initiative to improve on knowledge/skill/attitude gaps of the team i.e. literacy, English, reasoning, leadership skills.
  • Work with team to support the integration of protection into other AAB projects.
  • Other tasks to support the AAB response as required.


Relationships

 The person holds this position will be directly reportable to Coordinator - Community Centre & ISC (Information Service Centre) of CBP Project.


Required Educational Qualification and Experiences

Education

  • Post-graduation degree in Management, Community Development, Social Sciences, Business, Information Management, or combination of relevant Education and Experience.


Experience

  • At least 4 years of experience in humanitarian and/or development organizations with significant experience in camp management and/or delivering emergency programs in camp setting;
  • A proven record of effective project management in emergencies, including project planning and implementation and supervision;
  • Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, IASC Gender Guidelines, HAP, HRBA etc.

 

Required Competencies

  • In depth knowledge of HRBA and gender-based programming, Rohingya language and culture;
  • Good interpersonal skills including ability to gain trust and build relationships and experience in working with community people;
  • Proven skills in managing community centre & information Hub Management 
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
  • Ability to work in a difficult and stressful environment, and to manage/deal with rapid changes to the operating environment;
  • Competence with MS Office applications, including Word, Excel and Outlook;
  • Fluency in English is required. Proficiency on local language is a must know.
  • Ability to develop analysis in comprehensive reports;
  • Strong organizational, interpersonal and communication skills;
  • Good Computer literacy;
  • Good knowledge in Arabic, and English are mandatory;
  • A high respect to client/organization confidentiality;
  • Ability to work in a multicultural context as a flexible and respectful team;
  • Flexibility and ability to cope with stressful situations.
