ActionAid Bangladesh (AAB) is looking for suitable candidate for the following position:

Officer - Finance & Administration 

 

Project                           :      Strengthening Gender-based Violence (GBV) prevention services though OCCs at District and Upazila level and enhancing lifesaving response for women 

                                             and girls through an integrated GBV and A/SRHR approach in the natural disaster-prone areas of Bangladesh’ project (funded by UNFPA)  


Location of posting      :     Cox’s bazar

Types of contract          :     Fixed term contract

Duration of Contract    :     Up to 31 December 2021 (but have a possibility of extension depending on donor fund availability)

Number of Positions    :     1

Salary and benefits      :     Monthly Gross Salary will be 76,400 /- with other admissible benefits such as

                                          medical benefit, mobile & internet allowance and group life insurance etc

 

Position Summary 

The position is to support the management of the finances and Administration Program, this involves collecting funding from multiple sources, internal to ActionAid and external to ActionAid. It will involve drawing up budgets and reporting to donor against project, it will also involve supporting the manager in developing the draft budgets for funding applications. Must be able to communicate, cooperate and cater the services as needed. Maintain liaison with different venues and event management service providers for getting better as well as prompt support from them. Maintain relationship with Government’s service units.

 

Key responsibilities include (not limited to)

                              

Process Payment by ensuring compliance:

Check and process all payments requests of Vendor, Third Party and Staff in line with AAB, Donor policy, NGO Affairs Bureau and GOB policies and procedure county law.

Submit processed payment requests into the treasury and follow-up for timely payment.

Process Travel authorization and /Staff Float/Advance request and arrange disbursement of the same.

Process income from external and internal parties through checking all relevant authorities; process expenditure in a timely manner and ensure payments are made efficiently.


Data Entry and Financial Report Preparation

Entry financial information in the SUN Accounting Software through ERP System by ensuring appropriate analysis code, ensure availability of all supporting documents, prepare vouchers (Payment Voucher & Journal Voucher) and handover payment request to the AAB Finance Unit to prepare cheque/Account Transfer-as applicable.

  • Analyse overhead budget and cost recovery, update management monthly of spending and income achieved.
  • Prepare Burn Rate and Budget Variance Report for the project management.
  • Generate financial reports from the system and analyse for the Project Management, Donor, AAB Management- as needed.


Grants Management:

  • Develop and amend donor budget as per the guidance of Program Development unit and Project Management team.
  • Ensure timely posting of grant income and expenditure in the SUN accounting system; ensure compliance with the donor’s financial framework, AAB grant management policy.
  • Projection of grants’ exchange gain/loss and suggest management for necessary action; update project documents with necessary information.


Event Management & Construction:

  • Actively involve with program planning of national and International events.
  • Maintain a calendar of events and implement a system that enables and anticipates long term planning and effective event management of organisations meetings, conference and events; ensure construction works are implementing timely.
  • Arrange required logistic support relevant to the program.
  • Procure event and construction related goods/materials and services as per need.


Asset procurement and Management:

  • Procure capital items and fixed assets by following the procurement and financial policy.
  • Ensure that all fixed assets are numbered, accounted for and fixed assets register is updated.
  • Conduct year end/ periodic inventory of capital/noncapital assets.


Relationships

The person holds this position will be reportable to Manager – Finance of Cox’s Bazar Rohingya Response Operation


Required Educational Qualification and Experiences

Education

Post-Graduation or equivalent degree in Finance or Accounting.

Experience

At least 3 years relevant experience in national or International Development Organization.


Required Competencies

  • Sound financial management knowledge and skill.
  • Sound knowledge on statutory and Donors’ compliance issues.
  • Accounting software knowledge is required, experience on SUN and Vision software is preferred.
  • Strategic decision-making skill/ability and quick trouble shooting capacity.
  • Understanding and experience on event and construction budget preparation and monitoring.
  • Knowledge on proper documentation and experience to face internal and external audit.
