Programme Officer – Resilience and Environmental Sustainability

Job Summary 

The overall purpose of this position is to facilitate implementation of climate justice programme and policy at national level. The position will also be responsible for supporting the Resilience and Climate Justice team in terms of knowledge management and designing programme and policy interventions to deliver the country strategy of ActionAid Bangladesh. In addition, the position will contribute in research initiatives related to Climate Justice and document evidences.

The position requires clear understanding of climate justice and current state of affairs. S/he should have sound knowledge on human rights-based approach, partnership management and should be willing to work with disadvantaged communities affected by climate change and disasters. S/he must have networking and liaison capacity to build and maintain relationship with relevant agencies, departments and I/NGOs to mobilise and influence climate justice agenda and policy applications/implementations at national and international levels.  S/he should have demonstrated experience on conducting research of different natures and managing research-based project. The position should have strong coordination and communication skills and should be a team player to contribute effectively in a diversified working environment.   

Key responsibilities include (not limited to) 

Networking and Policy advocacy 

• Actively participate at different national conferences, where appropriate, to uphold and influence ActionAid’s position on climate justice.
• Provide regular updates and insights on negotiations and positions of key countries/groups to ActionAid Bangladesh and International.
• Organise/participate at events (seminars, workshops, dialogues) and mobilisations to influence the national policies in favour of the climate and disaster-affected communities.
• Build and maintain effective and working relationships with government, civil society representatives, networks, platforms and media at the national level.
• Provide technical support to AAB LRPs on actions related to climate justice.
  
  

Designing and mobilizing campaigns around climate Justice

• Support in design and construction of social movements on Climate Justice at local, sub-national and national level.
• network and link movements around climate justice at different levels.
• Provide technical assistance to movement and campaign partners in terms of planning, budgeting and implementation especially at LRP level.

Policy analysis and policy advocacy on resilience and climate justice

• Work under the guidance of Lead – Resilience and Climate Justice to identify policy agenda, review relevant policies and draft policy briefs/policy positions.
• Design and facilitate policy advocacy on climate justice at the local, sub-national and national level.

Fund Raising

• Identify funding opportunities on climate justice.
• Draft proposals and work with other relevant teams of AA Bangladesh to design programmes.

Organisational Sustainability and Green Practices 

• Provide content/knowledge and technical support to AAB Green Team in terms of facilitating green practices at organizational and individual level.
• Provide content/knowledge and technical support to AAI Organisational Sustainability project i.e., reporting on carbon footprint analysis and checking compliances Environmental Policy.

Relationships

Programme Officer – Resilience and Environmental Sustainability will report to Manager - Resilience and Climate Justice of ActionAid Bangladesh. S/He has to maintain functional relationship with his/her peers, greater programme team including project teams under PPC Directorate and organization’s priority teams. S/He must be able to communicate with other teams and units both programme and operational.

Required Educational Qualification and Experience 

• Bachelor’s degree on Anthropology / Sociology/ Disaster and Environment studies/ Development Studies or a Complementary degree)  
• Training on networking, climate change-related policy analysis and policy advocacy.
• At least 3 years of working experiences in the relevant development field.

Technical Skills

Generic: 

• Experience in planning and budget preparations.
• Excellent written and verbal communication, both in English and Bangla
• Competencies in MS Office applications.

Technical:

• Capacity to analyse and review climate justice-related policies at the national and international level.
• Skills to Influence networks and mobilizing campaigns on climate justice at the national and international level.
• Extensive understanding of climate justice-related issues and relevant stakeholders
• Concept design and proposal development for fundraising.
• Monitoring, Evaluation and Knowledge generation of climate justice.
• Understanding on and application of HRBA in Programme development and implementation.
