Coordinator - Community Centre and Information Service Centre (ISC)

Project                         :     Sustainable Solutions and Protection for the Rohingya Community in Camps 10, 11 and 12 funded by UNHCR

Project Overview: 

ActionAid is implementing Community Based Protection (CBP) project with UNHCR targeting 88,185 refugees of camp 10, 11 & 12, situated in Balukhali of Kutupalong expansion site in Ukhia, Cox’s Bazaar. The targeted camps have been identified as areas with heightened protection risks. The project includes Women’s Leadership, Accountability and Shifting the Power to communities for transformative change. AAB CBP aims to strengthen and expand the mobilisation of the Rohingya communities through their capacity development also through building their agencies. 

 

Key responsibilities include (not limited to) :

Oversee the running of the Community Centre, including management of the support staff, Community Based Focal Points and coordination with the program staff at the central office level

  • Supervise, support and train the staff and Community Based Focal Points to achieve results and good performance, in close under supervision community outreach Deputy coordinator
  • Sharing information related key issues of the Centre with Community Outreach deputy Coordinator
  • Sharing protection concerns with the responsible of GOB, INGO, Agency as per requirement with information of Community outreach Deputy Coordinator
  • Plan activities for both centres in order to achieve project results, in close cooperation with Project Manager other protection actor
  • Daily monitoring of the activities in the information centre /point and monthly visit in outreach
  • Share weekly and monthly activity plan with Site Management coordination meeting, Project Manager, Protection outreach Deputy coordinator officer to ensure protection risk measurement as Community based protection approach mainstreaming
  • Maintain daily attendance registers and monthly inventory sheets for the Information Centre/point
  • Facilitate the participation of all of the target population to the planned activities held at the assigned Centre/point notably the most vulnerable ones (youth, women, elderly, minority members, people with disabilities, etc.), ensuring that proper attention is paid to specific emotional and physical needs;
  • Report in a timely manner any eventual challenges or delays, loss or damage, faced in the daily implementation of the activities to Community Outreach Deputy Coordinator
  • Identify and support community focal points/settlement representatives.
  • Coordinate with Local authorities, partners and Community Focal Points
  • Supervising long and short plan in Community information Center to achieve project objectives
  • Produce monthly activity reports (incl. population movement, protection concerns, activity updates) in the requested UNHCR format.


Assist the Community Outreach Coordinator, with the planning, authorization and reporting of the expenses at field level, as well as monitoring the logistics in the Community Centre.

  • Prepare all the required admin documentation for expenses at field level (including PR following AAB procedures);
  • Distribute monthly Attendance sheets for staff and volunteers and check and collect at the end of the month to be shared with project manager
  • Check and collect absence forms to be shared with Community Outreach Deputy Coordinator
  • Support the Community Outreach Deputy Coordinator in the distribution (planning and admin) of Volunteer Incentives;
  • Manage the monthly petty cash, ensuring transparency of AAB procedures and cost- effectiveness for the goods and the services received;
  • At the end of the month, provide required administrative documentation of expenses to Community Outreach Deputy Coordinator for Community Centres;
  • Supervise the use of storages, equipment, and materials for Community Centers.


Monitoring & Reporting

  • Prepare weekly, monthly reports and support to Deputy coordinator in submitting internal reports as per schedule program schedule
  • Prepare and submit weekly and monthly work plans in a timely manner.
  • Implementation of monitoring and evaluation tools and report on problems in the implementation of the program.
  • Tracking and reporting of activities and target achievements in the services under their responsibility.
  • Lead weekly supervisory meetings with team to address any issues and set team plans.


Relationships

The person holds this position will be directly reportable to Project Coordinator of CBP Project.


Required Educational Qualification and Experiences

Education

  • Masters or advanced degree in relevant subject area.

Experience


Required Competencies

  • In depth knowledge of HRBA and gender-based programming, Rohingya language and culture;
  • Good interpersonal skills including ability to gain trust and build relationships and experience in working with community people;
  • Proven skills in managing community centre & information Hub Management 
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
  • Ability to work in a difficult and stressful environment, and to manage/deal with rapid changes to the operating environment;
  • Competence with MS Office applications, including Word, Excel and Outlook;
  • Fluency in English is required. Proficiency on local language can be an added value.
  • Ability to develop analysis in comprehensive reports;
  • Strong organizational, interpersonal and communication skills;
  • Good Computer literacy;
  • Good knowledge in Arabic, and English are mandatory;
  • A high respect to client/organization confidentiality;
  • Ability to work in a multicultural context as a flexible and respectful team;
  • Flexibility and ability to cope with stressful situations.
