Job Context

ActionAid is implementing Community Based Protection (CBP) project with UNHCR targeting 118,034 refugees of camp 9, 10, 11 & 12, situated in Balukhali of Kutupalong expansion site in Ukhia, Cox’s Bazaar. The targeted camps have been identified as areas with heightened protection risks. The project includes Women’s Leadership, Accountability and Shifting the Power to communities for transformative change. AAB CBP aims to strengthen and expand the mobilisation of the Rohingya communities through their capacity development. As part of protection services, AAB has been providing psychosocial counselling service to Rohingya population in the established Women Friendly Centers, Men and boys center and Community Based Protection Centers with fund assistance from different UN donor since 2017. This year, AAB is going to expand this service for Rohingya men and boys.

AAB planned to join in devastating fire incident response work in Camp 9 including facilitation of PFA/MHPSS support for the traumatized people with prioritization to post-traumatic stress disorder or PTSD services. Activities includes identify symptoms of PTSD, Re-experiencing symptoms, Risk factors, conduct Psychotherapy, Medications, and referral services as per available resources in camp environment. The position holder will work for these purposes considering Age, Gender and Diversity.  

 

Key responsibilities include (not limited to)                    

  • Officer - Psychosocial Support is responsible for overall planning and providing psychosocial support to the affected communities, based on their need and context following the "Do No Harm" principle from RHU or Community Center of CBP, AAB and if require from Block level of Camp.
  • Provide individual or group psychological support such as counselling and support to Rohingya men, women and adolescent boys and girls referred by the team in line with case plan objectives.
  • Identify fire affected people with symptom of post-traumatic stress disorder or PTSD of different, age, gender and diversity. Raise awareness on risk factors, resilience of risk factors, and conduct Psychotherapy, and Medications for recovery.
  • Provide psychological counselling support for Rohingya communities affected by fire incident.
  • He/she must provide basic level counselling to those that have lost family members and to those that are facing increased level of distress.
  • Closely monitor and document the psychological progress of cases referred by the case management officer.
  • Refer cases and liaise with relevant sectoral focal in the assigned camps.
  • Develop technical reports on specific cases identified during the individual psychological support sessions.
  • Provide awareness session for promotion of Social Cohesion by Preventing Stigma, and Stereotypes.
  • Assist in developing content and facilitating Para counselling and Psychological First Aid training for community support group and Rohingya volunteer.
  • Respect confidentiality of information without sharing it with any other party, also ensure that information obtained during meetings is dealt with confidentially.
  • Prepare MRF, Float Form on need of fire incident response work.
  • Coordinate feedback meetings with the team.
  • Assisting the COMs and community group volunteers in the identification of beneficiaries in need of specific psychological counselling and ensuring individual or group support for identified beneficiaries.
  • Keep cooperation with all the wings of CBP.
  • Share weekly/bi-weekly/monthly reports or any other reports of psychosocial, including PTSD support provided to participants and Fire Incidence Response Report to the Project Coordinator.

  • Demonstrate the desire and willingness to support AAB and UNHCR in supporting refugees, especially those with specific needs.
  • Provide services without any financial returns or other forms of remuneration or exchange from UNHCR, AAB or from refugees (Note: accepting gifts or money from refugees leads to termination of the volunteering activity immediately).
  • Pledge to interact with the refugees fairly with respect and dignity, as well as act responsibly.
  • Respect confidentiality of information without sharing it with any other party.
  • Ensure that information obtained during meetings is dealt with confidentially. 
  • Contribute to building a harmonious environment, based on team spirit, mutual respect and understanding.
  • Behave properly and positively with refugees, both professionally and personally, in accordance with the highest standards.
  • Perform duties and conduct private affairs in a manner that avoids conflicts of interest.
  • Treat refugees equally without discrimination, as well as in accordance with the principles and standards of AAB and its Code of Conduct.
  • Refrain, prevent, oppose, and combat all exploitation and abuse of refugees and other persons of concern, including those of a sexual nature.
  • Refrain from engaging in any sexual activity with children below 18 years old.
  • Refrain from any involvement in criminal or unethical activities, activities that contravene human rights, or activities that compromise the image and interests of UNHCR and other humanitarian agencies.
  • Demonstrate permanent readiness to carry out the tasks required to help others unconditionally.

The person holds this position will be reportable to Project Coordinator.


Required Educational Qualification and Experiences

 Education

  • Graduate/Post-graduation degree in Psychology or combination of relevant Education and Experience


Experience

  • Two years’ experience in working for psychosocial support, especially for post-traumatic stress disorder or PTSD of marginalized/vulnerable groups in Rohingya Camp environment.


Required Competencies

  • Fluent in Chittagonian language.
  • Experience and understanding of case management and analysis.
  • Excellent knowledge of protection and SGVB minimum standards and basic principles.
  • Ability to work independently and take initiative.
  • Passionate about the rights of refugee people.
  • Skills in report writing, documentation and presentation.
  • Good knowledge of using internet and software packages (i.e. MS Office, etc).
