Civil Engineer 

Project                             :    ‘Strengthening Gender-based Violence (GBV) prevention services though OCCs at District and Upazila level and enhancing lifesaving response for women and girls through an integrated GBV and A/SRHR approach in the natural disaster-prone areas of Bangladesh’ project, (funded by UNFPA).

Location of posting      :     Cox’s Bazar (Sadar). But the position will be responsible to work for Kutubdia, Moheshkhlai, Ukhiya and Teknaf Upazila.

Duration of Contract   :     Up to 31 December 2021

Number of positions   :     01

Salary and benefits      :     Competitive salary and benefits (such as mobile & internet allowances, medical benefit, group insurance coverage) will be offered to the deserving candidate.

                                                   

Job Summary 

The position is responsible to plan, design and oversee construction and maintenance of concrete infrastructure and renovation of One Stop Crisis cell (OCC) at district and Upazila Health Complex in Cox’s Bazar. It requires clear understanding on engineering design, studying maps, drawing and blueprints, calculating costs for labor, materials, liaison with Govt. and non-govt. related stakeholders, environment friendly construction, reporting and documentation. The position also requires knowledge and aware about gender responsive and sensitive approach, human rights-based approach as well as to be respectful to local context, values, norms of community. S/he must have networking and liaison capacity to strengthen different networks with GoB and local/national/ international NGOs.


Key responsibilities include (not limited to) 

Infrastructural Development of OCC

  • Complete OCC construction and interior by preparing engineering design and documents and confirming specifications.
  • Design construction projects by studying project requirement, concept, SoP of GBV program and reviewing existing models of OCC.
  • Prepare engineering design by collecting and studying reports, maps, drawings, blueprints, and tests on soil composition, structural condition of existing establishment and climate change effects (nature of natural disaster) related topographical and geologic data.
  • Create feasibility study by analyzing engineering design, environmental impact Assessment, Gender impact assessment and assembling data.
  • Determine the COC construction and interior costs by calculating labor, material, and related costs.
  • Produce engineering documents by developing construction specifications, plans, and schedules.
  • Assist HR department to go for the bidding process and hire sub-contractor.
  • Oversee and regular monitoring of the work to be done by sub-contractor and ensure quality output of their doings.
  • Ensure that the construction work complies with legal requirements and health and safety.
  • Make sure that overall assignment run smoothly, and structures are completed within budget and on time


Strengthening Network

  • Provide support to explore the opportunities linking with Government official
  • Ensure the approval of OCC from Government stakeholders (like, DC, Civil Surgeon, UNO, Executive Engineer of LGED)
  • Maintain effective coordination with the project team members
  • Initiative to make accountable the district level duty bearer to ensure support for the GBV survivors

 

Documentation

  • Prepare report, change stories, best practices on project
  • Work with communication team to integrate the concept of GBV regarding interior and other structural settings

 

Relationships

The Civil Engineer will be directly reportable to Project Manager and will be required to report daily.


Required Educational Qualification and Experience 

  • B.Sc. in civil engineering from any reputed university.
  • A minimum of a 5 years’ Engineering experience in construction and infrastructural development.
  • Have CAD and AutoCAD proficiency and Design skills
  • Have experience in Site development, Database design, Planning and Legal compliance
  • Experience in social development/humanitarian response program is preferable.
  • Excellent interpersonal communication and collaboration skill especially with Government stakeholders.
  • Adaptable and able to work under pressure.


Technical Skills

  • Strong communication skills in both verbal and written in English and Bangla
  • Computer skills on Cad and AutoCad, MS word, Excel, PowerPoint Develop short and long-term program strategies and budget under the priority
  • Conceptual skills and Problem-solving skill
  • Orientation to gender sensitivity.
  • Ability to work under extreme pressure and meeting deadlines.
