Field Monitoring Officer

Project Overview:  

Over 1 million of Forcibly Displaced Myanmar Citizen (with the majority comprising women and children), took shelter in camps in Cox’s Bazar in southern Bangladesh on August 2017. The Government of Bangladesh, together with national and international partners, have been pro‐actively responding to this crisis through extensive humanitarian response. The government allocated 2,000 acres of land that is apportioned into different camps as temporary settlements for the Rohingya people. There is a coordinated effort to provide critical lifesaving assistance i.e. food, nutrition, shelter, water, health & hygiene, psycho‐social support and counselling and basic education services to the Rohingya people living in the camp and host community settlements. 

ActionAid is going to implement site management activities in different camps in Teknaf. As an agency engaged in Rohingya Crisis Response since September 2017, ActionAid has the experience in coordinating with a range of camp actors, including the Rohingya and their representatives and in facilitating the site management role in Rohingya camps. The major activities related to site management are identifying critical humanitarian needs and addressing those through coordination & collaboration with different stakeholders; anchoring information management also, complaints and feedback mechanism; linking community with different service providers; facilitating camp operations and DRR actions. 

 

Key responsibilities include (not limited to)

Field monitoring - (80%)

  • Collate data and identify gaps in the delivery of services to Rohingya refugees through regular, extensive field visits
  • Triangulate and validate monitoring and other progress reports by collecting primary data from field/blocks
  • Coordinate with CCCM Project Manager and Camp Manager to ensure the collection of relevant and appropriate data needed for an effective monitoring, evaluation, accountability and learning system which will be utilized in monitoring strengths, weaknesses and gaps in project implementation
  • Provide technical support to community mobilization and governance officers to identify and address gaps in humanitarian services at the block/sub-block level
  • Prepare sector-wise service monthly monitoring reports for presentation at camp-level meetings
  • Support the CCCM team and service providers to comply with CCCM standards, SPHERE standards and other relevant policies concerning humanitarian services
  • Responsible for submission of monthly service monitoring reports to the donor and SMSD sector
  • Conduct community consultations and focus group discussions (FGDs) to collect the community’s feedback on services they receive
  • Develop monitoring tools for day-to-day monitoring work at the camp level
  • Assist in updating of tools, techniques and methodologies for project activities including monitoring
  • Develop and foster good ties with service providers by visiting their activities and helping them track and address gaps
  • Monitor and ensure cross-cutting issues such as participation, gender, age, and disability are effectively addressed/ mainstreamed in humanitarian interventions
  • Share learnings and provide constructive feedback to colleagues in order to ensure programmed quality
  • Represent the site management agency in regular camp-level sector coordination meetings


Reporting and knowledge management – (20%)

  • Support the deputy camp manager and information management officer to draft weekly and mid-yearly narrative report
  • Draft and submit regular camp monitoring reports to the CCCM project manager and camp manager
  • Draft and share daily activity reports 


Relationships

The person holds this position will be reportable to Project Manager


Required Educational Qualification and Experiences

Education

  • Graduate degree in Development Studies, Social Work, Sociology, Political Science or in a related field)

Experience

  • At least 3 years of proven experience in the humanitarian sector, including two years in MEAL and monitoring


Required Competencies

  • Sound knowledge of Excel, SPSS, Pivot Table and other data processing software
  • Proven experience in data management and narrative reporting
  • Experience in monitoring, evaluation, learning and accountability (MEAL)
  • Should have sound understanding of CCCM and protection
  • Full professional proficiency in English speaking and writing
  • Ability to work creatively with minimum supervision
  • Ability to visit field and work under pressure and strict deadlines
  • Team player, dynamic, punctual and dedicated
